Waste paper refers to recycled paper that cannot be used as the surface of the sheet. It is usually the inside layer of a 3 layer sheet. High grade waste paper has the most value and consists of pulp substitute and de-inking. Low grade waste paper consists of newspaper or corrugated and mixed paper.
